The Doba–Kribi pipeline (1,070 km) and the Douala–N’Djamena road corridor exist: operate them better — liftings, slots, empty returns — before tying up capital in new infrastructure.

Rather than a single stock, a mesh of regional depot hubs: the reserve sits where people live, local shortages are absorbed locally, the 30-day objective is built step by step.
