Framework · Before the first barrel

Safety, quality and compliance before the first barrel.

At EnerTchad, safety, quality and compliance are not options: they are the foundations of bankability. The organisation, controls and recognised standards (OHADA, SPE-PRMS, ISO, API) exist from formation — the framework funders and co-investors demand before the first barrel, so that growth is never improvised. Here are the four commitments that run through all our trades.

TodayPolicies and management framework being established
TargetISO, API and EITI alignment where stated
OperationsNo operating asset declared to date
ReportingDated ESG and 2030 targets are intended to make progress auditable
Our climate ambition. Operations low-carbon by design: routine flaring avoided, site solar and minimal carbon intensity targeted — so that valorising Chadian oil serves development without mortgaging the future. Dated targets of a company in formation, not results.

Our disciplines

HSE, quality, safety, compliance.

01 · Health · Safety · Environment

HSE

An approach ALARP (“as low as reasonably practicable”) applicable to every operation, and environmental protection anchored in Chad’s realities — the water of Lake Chad and the Sahel, the soils, the air.

The stop-work right
Anyone can stop an operation deemed dangerous: production never comes before people.
An end to routine flaring targeted
Valorising associated gas rather than burning it; cutting emissions at the source.
Water & zero spills targeted
Treatment and valorisation of produced water, reinjection, a zero-discharge objective.
Approach ALARPISO 14001 certification targetedISO 45001 certification targetedGRI · IPIECA targeted

Health

Protecting every worker’s health.

  • Occupational medicine and exposure monitoring (targeted).
  • Industrial hygiene: noise, dust, the heat of the Sahel.
  • Fatigue prevention and rotation management.

Safety

Production never comes before people.

  • Process safety: barriers and equipment integrity.
  • Work permits and lockout (LOTO).
  • Risk analysis before every task (JSA) + stop-work right.

Environment

A minimal footprint, anchored in Chad.

  • Water: treatment, reinjection — a zero-spill objective.
  • Air: an end to routine flaring targeted, emissions controlled.
  • Soils & biodiversity: a reduced footprint, site rehabilitation.

02 · Quality

Quality

Quality is built in the processes, not in the final check. EnerTchad targets a benchmark quality management system , from the product delivered to the service rendered.

Compliant products
Fuels, LPG, lubricants and bitumen on spec; prices aligned with national regulation (ARSAT) everywhere.
Controlled processes
Documented procedures, batch traceability, control at every step of the chain.
Continuous improvement
Measurement, lessons learned and standardisation — frugal engineering serving reliability.

03 · Operational safety

Operational safety

Safety is not an added option: it is built into the design of operations, from isolated sites to the last kilometre of distribution.

People’s safety
A stop-work right for everyone, continuous HSE training backed by Tchaditude, a reporting culture.
Road & logistics safety
Journey management, a specialised tanker fleet, hydrocarbon-transport compliance.
Facility integrity
Pipeline and site inspection (pigs, drones), SCADA supervision, “zero trust” OT cybersecurity.

04 · Compliance

Compliance

A auditable by design: the legal, accounting and ethical framework is laid before the assets. Transparency is a condition of the trust of partners, the State and the funders.

Legal & accounting framework
An OHADA public company (AUSCGIE), SA/Board governance, IFRS accounts, external audit targeted.
Revenue transparency
EITI membership targeted; regular investor reporting; trademarks being filed with OAPI.
Ethics & anti-corruption
An anti-corruption framework (ISO 37001 targeted), whistleblower protection, information security (ISO 27001 targeted).

05 · Our E-S-G arc

Environment, Social, Governance — by design.

A young company can write the extra-financial into its DNA from day one. Three pillars, each with its ambition, its dated targets and its aimed-for standards. (targets · company in formation)

Environment
Low-carbon (reduced flaring, site solar, CO₂-EOR under study), water and soil protection (Lake Chad, Sahel), circular economy (sulphur valorisation, Water-to-Value™).
30%+ renewables targetRoutine flaring avoided (target)
Standards targeted: ISO 14001 · GHG reporting
Social

Standards targeted: ISO 45001 · local content
Governance
An OHADA-law SA, IFRS accounts and external audit targeted, revenue transparency (EITI targeted), anti-corruption (ISO 37001 targeted) and a whistleblower channel.

Double materiality

An issue is a priority if it weighs both ways: on the company’s value, and on the world around it. That is the reading of recent standards (CSRD / ESRS), and the one EnerTchad uses to arbitrate its E-S-G priorities.

Financial materiality
What weighs on value: water access in the Sahel, continuity of the Doba ↔ Kribi corridor, regulated ARSAT prices, site and people safety, the social licence to operate.
Reading: risks & opportunities for the company
Impact materiality
What the company does to its environment: emissions and flaring, water withdrawals, jobs and local content, revenues paid to the State, biodiversity of the Lake Chad basin.
Reading: effects on the environment & society
The stakeholders

Accountability means knowing to whom. Four families of stakeholders, each with its own expectation — and the channel through which it can tell us.

Neighbours & local authorities
Local impacts, jobs, benefits: continuous dialogue and an accessible grievance mechanism, without reprisals.
Channel: community dialogue · grievances
State & regulator
Royalties, ARSAT prices, local content, revenue transparency: regulatory reporting and a targeted EITI approach.
Channel: reporting · EITI targeted
Employees & subcontractors
Safety (a “STOP” work right for all), training, fairness: social dialogue and a protected internal alert channel.
Channel: stop-work right · internal alert
Partners & investors
Trajectory, risks, governance: dated targets published, an annual review, gaps explained.
Channel: 2030 Targets · annual review
The grievance mechanism

A grievance that gets lost is a risk that grows. The target mechanism is simple, dated and traceable — and substitutes for neither the courts nor the whistleblower channel.

1 · Receive
A channel accessible without mandatory writing: a visit, a phone call, a community relay. Every grievance is recorded.
2 · Acknowledge
A dated acknowledgement, with a named contact — the person knows their word has entered the system.
3 · Investigate
Fact analysis, a site visit if needed, a reasoned decision — within a timeframe announced at acknowledgement.
4 · Answer & trace
An explained answer, corrective measures tracked, a consolidated register reviewed by management — without reprisals, ever.
Aligned with the Sustainable Development Goals (UN): SDG 7 — affordable, clean energy · SDG 8 — decent work and growth · SDG 13 — climate action · SDG 16 — effective, transparent institutions.

05b · Indicator table

What we will measure, and from when.

The majors publish a performance-data page. We hold no operating assets: our “actual” columns are therefore empty, and we prefer to say so rather than hide it. Here is the measurement commitment — indicator, baseline, target, deadline, standard — that the first barrel will make enforceable.

06 · Sustainability publications

Sustainability report

Like the majors, EnerTchad will publish a sustainability documentary framework — to make the extra-financial verifiable, dated and comparable. First edition targeted: at the end of the first full financial year, published within six months of its close. Announced contents: (1) the indicator table above, filled in; (2) climate and site energy; (3) water, soils and biodiversity; (4) safety and people; (5) local content and revenues paid to the State; (6) governance, ethics and grievances.

Governance · Proof

Figures you can verify without us.

The 2030 targets publish, for every indicator, its baseline, its target and how it is measured. The missing storey was independence. The accounts have their audit; the non-financial data will have its own.

External assurance targeted

ISAE 3000-type limited assurance is targeted on the key indicators of the annual sustainability report: an independent engagement, a published scope, conclusions attached to the report. We do not grade ourselves.

Revenues under EITI

Payments to governments — royalties, taxes, dividends — declared by category and reconciled with public registers, within the targeted EITI membership. The rent is verified on both sides of the counter.

Auditable at the source

Every indicator traces back to a time-stamped primary record: flaring telemetry, energy metering, HR and procurement registers. The CoA and custody logic applied to non-financial data: no figure without an audit trail.

Target arrangement · company in formation — the climate ambition is quantified (zero flaring, LDAR, methane intensity) on the impact page.
